The reasons behind the Welsh government's choice to implement a Christmas 2020 coronavirus lockdown throughout Wales were "unforgivable," according to the head of the UK public investigation into the pandemic.

Baroness Hallet claimed that Welsh officials had not implemented "firm measures" against a "completely predictable" Covid variant, leading to the lockdown.

Hallet expressed this view in a video statement after the release of the inquiry's second report, which examined the actions taken by all four UK governments during the pandemic.

First Minister Eluned Morgan welcomed the findings and stated that the Welsh government "remains dedicated to drawing insights from the pandemic" and will collaborate with the other UK administrations in the months ahead.

"It is crucial that we keep in mind the huge loss and pain experienced by many due to Covid-19. Today, our primary focus should be on them," she added.

Former Welsh First Minister Mark Drakeford supported the government's response to the pandemic, stating that they "did their best at the time".

In a recent video address, Baroness Hallet noted that between August and December 2020, Wales experienced the "highest age-standardized mortality rate among the four nations."

It is probable that this outcome stemmed from a mix of ineffective local restrictions, a firebreak lockdown that was implemented too late despite the virus's rapid spread, and the choice to ease regulations faster than experts recommended.

She claimed that by the end of 2020, Wales, along with the rest of the UK, "did not take strong measures to address the predictable Alpha variant."

"However, it continued with plans to ease restrictions during Christmas, even as cases increased quickly, until it reversed its decision on 19 December when infection rates reached a critical level," she stated.

Baroness Hallett stated that the "errors" from February and March 2020 were repeated, and "a return to lockdown was once again necessary."

"That was inexcusable."

Initially, the Welsh government intended to ease restrictions from December 23 to December 27, 2020, enabling individuals to gather with family and friends. However, these plans were canceled on December 19, 2020, restricting gatherings to Christmas Day only.

When introducing the measures, which required individuals to remain at home and only leave for necessary purposes, Drakeford mentioned that hundreds of people in Wales had been infected by a new, "more aggressive" strain of the virus.
