The competition for the Kioga North parliamentary position in Amolatar District is becoming a direct battle between Mr. Geoffrey Ocen from the Uganda People's Congress (UPC) and Mr. Peter Okodo, the candidate representing the ruling National Resistance Movement (NRM), following the current MP, Mr. James Olobo, moving to Kaberamaido County.
Mr. Ocen, who also serves as the district LC5 chairman, mentioned that his decision to run is driven by the issues confronting the local fishing community, especially the presence of Uganda People’s Defence Forces (UPDF) personnel linked to the Fisheries Protection Unit (FPU).
"If I am in Parliament, I will introduce a Private Member's Bill to tackle the boat size that is affordable for regular citizens and enable them to use it for fishing for both personal use and selling in local markets," he stated.
He criticized the Fisheries and Aquaculture Act, 2023, stating that it broadens regulations rather than granting local leaders chosen by the community the authority to oversee fishing operations.
"My strong connection with the local community has made me aware of the challenges they encounter concerning fishing. Therefore, if I go to Parliament, I will work to change the law... so that when the military removes soldiers from the lake, there is no void in managing fishing activities," he said.Monitor.
Ocen also promised to advocate for the enhancement of Amolatar Health Centre IV into a general hospital, highlighting the necessity for specialist physicians, advanced machinery, and improved emergency vehicle services. He urged changes to the Public Finance Management Act to enable more straightforward funding distribution to local government accounts.
"So, there is a need for an adjustment...If it remains at the Bank of Uganda, it's essentially a method of not providing funds to the districts since it's only mentioned in the documents," he added.
Okodo, the leading NRM party candidate, stated that his main focus is tackling the displacement of populations near Lake Kyoga caused by recurring floods.
For the past decade, residents living near Lake Kyoga have been facing regular floods due to the increasing water levels in the lake, with many having been compelled to abandon their homes," he stated. "I will advocate for the government to introduce a specific initiative to assist the affected families.
He also committed to supporting the 4-acre approach promoted by President Museveni, with the goal of converting local land into profitable agricultural enterprises and helping communities escape poverty.
"We are moving into a monetary economy, and I want to assure my people that even if we don't have sufficient land, I intend to collaborate with you and teach you modern farming techniques. We need to ensure that agriculture becomes a genuine business," Okodo stated.
Uganda is scheduled to conduct its General Election on January 15, 2026, to select new representatives and the president of the East African nation for the upcoming five-year term.
About Kioga North
The 2024 National Population and Housing Census reports that Kioga North Constituency has a total population of 97,955, with 46,981 males and 50,974 females.
The area includes eight sub-counties, one town council, and 52 parishes.
A total of 61,127 registered voters are present in Kioga North, with 31,578 being female and 29,549 male, as reported by the Electoral Commission. The area also features 129 voting centers.
