Residents of the Hunter Valley have expressed strong criticism towards the council's proposal to increase rates by an impressive 40 per cent – a decision that might result in households paying more than $1,000 annually.
Cessnock City Council in New South Wales aims to seek a permanent Special Variation (SV) from the Independent Pricing and Regulatory Tribunal (IPART).
The council is seeking a total rise in rates to 39.9 percent, which, if given the go-ahead, will be implemented during the fiscal year 2026 to 2027.
It mentioned that the substantial increase is intended to support its "financial sustainability journey" following "very significant cost pressures that have exceeded revenue for many years."
However, the choice has sparked anger among locals, who initiated a Change.org petition gathering over 1,700 signatures demanding the increase in charges be halted.
'Living in Cessnock, NSW, I've experienced the weight of ever-rising council fees... We all work hard every month just to get by,' organiser Mike Seale wrote in the description.

A major rise could lead to severe consequences. For people like me, this suggested increase poses a considerable financial strain, particularly given the already high cost of living and limited wage increases.

He mentioned that local businesses might also "collapse" under the extra financial burden.
Mr. Seale's petition has drawn support from individuals who are already finding it difficult to cover their expenses while paying the existing council taxes.
"I'm a disabled pensioner, and my husband is my full-time caregiver (also a pensioner), and we have two young children. How are we going to manage this increase when we're struggling to get by each day?" one person said.
Another addition: "I'm a working widow struggling to maintain my home and stay afloat. This 39 percent increase in rates will push me to the brink."
The Daily Mail has reached out to Cessnock City Council for a response regarding the petition.
In a factual document, the council stated that the increase in rates will resolve its $8.1 million shortfall.
A table indicated that the average home in Cessnock would owe an additional $596 in charges if the increase is approved.
Individuals residing on rural properties would typically pay $1,360, while companies would cover $2,070.

'Quite simply, Council's required "spending on staff, supplies, and agreements surpasses its income," the document stated.
If the SV is not approved, we would need to greatly cut all maintenance costs and halt any new infrastructure projects just to try and pursue sustainability – even so, independent opinions from multiple sources indicate that financial stability cannot be guaranteed.
The council stated that the community 'would not accept the substantial reduction in infrastructure and services that would happen under these situations'.
The official also stated that it is "deeply aware of the difficulties" the potential rate hike could create, noting that it will strive to enhance existing policies.
Six public sessions are planned by the council during the weekend, spanning from Friday to Monday. The community survey was finalized on November 17.
