The Botswana Teaching Professional Council (BOTEPCO) has established a wide-ranging collaboration with the Botswana Open University (BOU) to boost teacher development, enhance digital skills, and assist in implementing national teaching standards.

The collaboration was officially established on Monday when a Memorandum of Understanding (MoU) was signed in Gaborone. Dr Raphael Dingalo, registrar of BOTEPCO, stated that the MoU arrived at a critical time as the council had initiated the national registration and certification of teachers.

He mentioned that the agreement would strengthen collaboration in teacher training, research, ongoing professional development (OPD), and aligning curricula with the recently approved Teacher Professional Standards and Competencies, along with the Teachers' Code of Ethics.

"The Botswana Teaching Professional Council will collaborate with BOU to confirm teacher credentials during the licensing procedure," stated Dr. Dingalo.

He disclosed that BOTEPCO is working on a teacher registration and certification system, which will eventually connect with organizations like BOU to enable real-time verification of graduates.

He stated that this would assist in maintaining a reliable national registry of certified teachers. The collaboration would also involve the joint organization of conferences, symposia, and training initiatives, and could lead to BOU being recognized as an official CPD provider in partnership with the Botswana Qualifications Authority.

Referring to the MoU as a 'mutually beneficial' agreement, Dr Dingalo stated that the partnership would ultimately improve the provision of quality education. He further mentioned that involving stakeholders is key to BOTEPCO's operations, following an Influence, Impact and Interest classification model to determine partner priorities.

He remembered the earlier partnership between the two organizations through the Beyond Numbers initiative, which was carried out in collaboration with the Commonwealth of Learning and the African Federation of Teacher Regulatory Authorities.

The program aimed to enhance educators' digital skills via Open and Distance Learning in order to strengthen their abilities for 21st-century instruction.

Dr. Dingalo mentioned that BOTEPCO plans to expand the training across the country to back the government's digitalization initiative, pointing out that some educators are still not fully prepared for digital tools. He added that BOU's nationwide presence and digital systems will play a key role in implementing these programs.

Regarding her, BOU vice chancellor Professor Kgomotso Moahi stated that the MoU marked a common vision aimed at enhancing teacher quality and raising professional standards throughout the education field.

Professor Moahi stated that BOU has been seeking this kind of collaboration for a long time, calling it a logical partnership that aids teachers in their career growth without interfering with their work or family commitments.

"Teacher effectiveness is closely linked to academic results, and the MoU will allow BOU to provide certified CPD programs that meet BOTEPCO's licensing and registration standards," she stated.

She mentioned that the collaboration will involve joint research, creation of professional standards, implementation of the Code of Ethics, and possible merging of BOU systems with BOTEPCO's licensing platform.

Professor Moahi also emphasized BOU's involvement in the recently initiated Regional Teachers Initiative for Africa (RTIA) as evidence of the university's dedication to advancing teacher training through innovation.

She praised BOTEPCO for its guidance in teacher development, noting that the collaboration would support national education changes and wider objectives for human resource growth.
