Court Convicts Iswap Leader as DSS Steps Up Terrorism Cases

The Federal High Court in Abuja has found a leader of the Islamic State in West Africa Province (ISWAP), Ismaila, widely recognized as Mai Tangaran, guilty on four terrorism charges following his admission of guilt.
His sentence was handed down eight years after the start of his trial in 2017.
In a statement released on Tuesday, Favour Dozie, the Deputy Director of Public Relations and Strategic Communications at the Department of State Services (DSS), stated that Justice Emeka Nwite imposed a 15-year sentence on the first charge, and 20 years each for charges two, three, and four. All penalties will be served at the same time.
Ismaila was prosecuted under the Terrorism Prevention (Amendment) Act 2013 and was convicted for organizing the 2012 attacks on the Police Headquarters in Bompai, Kano State, as well as assaults on other key institutions that resulted in multiple injuries.
The DSS also shared information regarding active terrorism trials throughout the nation.
Among the cases mentioned is that of Khalid Al-Barnawi, accused of being the main planner behind the August 26, 2011 attack on the United Nations headquarters in Abuja.
Al-Barnawi and four additional individuals are currently facing trial regarding their suspected participation in the attack.
In a separate instance, five individuals are facing legal action in case FHC/ABJ/CR/301/2025 over their suspected involvement in the 5 June 2022 assault on St Francis Catholic Church in Owo, Ondo State.
The Service also stated that two individuals who are wanted globally, Mahmud Muhammad Usman (also referred to as Mamuda) and Abubakar Abba (also known as Abu Baara), will appear in court on 15 January 2026 as their trial continues under Justice Nwite.
Furthermore, the DSS is pursuing 10 individuals who were detained in connection with violent attacks in Benue and Plateau states, as per President Bola Tinubu's order to locate and hold the offenders accountable.
Among those set for arraignment is the recaptured ISWAP leader Abdulazeez Obadaki, also known as Bomboy, who is said to have admitted to orchestrating the Owo church attack and a previous assault on the Deeper Life Church in Okene. Musa Abubakar, identified as a key producer and distributor of weapons and ammunition, is also scheduled to stand trial after being apprehended in Plateau State.
The DSS revealed that on November 19, it submitted terrorism charges in front of the Federal High Court in Abuja against nine senior leaders of the banned Indigenous People of Biafra (IPOB), who are associated with Simon Ekpa, an activist based in Finland.
The accused individuals faced five distinct legal actions, alleged to have received financial resources and additional support from Ekpa and other IPOB members based overseas.
One of the individuals accused, recognized as an undocumented migrant from the Republic of Niger, faces charges related to funding terrorism.
As per the DSS, he ran an unauthorized Currency Exchange office and is accused of helping move significant amounts of money to back IPOB activities in the South-East.
The Service mentioned that the individuals charged include IPOB leaders, weapons couriers, Eastern Security Network (ESN) fighters, and foot soldiers who are alleged to have received funding and guidance from Ekpa. Ekpa was recently found guilty of terrorism-related charges and received a six-year prison sentence in Finland.
The DSS mentioned that its Director-General, Oluwatosin Adeola Ajayi, following his appointment in August 2024, initiated a comprehensive examination of all terrorism cases that were inherited and instructed the enhancement of forensic investigations to guarantee thorough and efficient prosecution as per Nigerian legislation.
