The Democratic Party of Korea stated on the 20th that a vote among all party members regarding a suggested revision to the party's constitution and rules—intended to provide both delegates and regular members with one vote each in elections for the party leader and supreme council members—received 86.81% support and 13.19% opposition. These outcomes will serve as a basis for future discussions. The party intends to complete the amendment via gatherings of the Supreme Council, Executive Committee, and Central Committee this month.
The party announced the results following a two-day voting process on the 19th and 20th. Of the 1,645,061 qualified regular members, 276,589 took part, representing a 16.81% participation rate.
The main part of the suggested amendment is to remove the provision that set the ratio of delegate and regular member votes to "less than 20:1," thus making each vote have equal value at a 1:1 ratio. At the last party convention, one delegate vote was equivalent to 17.5 regular member votes.
Delegates, who typically follow directions from legislators or external regional committee leaders, have been viewed as efficiently voicing the organizational preferences of lawmakers. At one time, a single delegate vote was equivalent to 100 regular member votes, highlighting their significant influence within the party. However, with Representative Jeong Chung-rae aiming to eliminate the delegate system, some critics caution that "the Honam region, which has a high number of regular members, could be overrepresented, and staunch party members might gain excessive control." In reaction, the Democratic Party intends to transition delegates' role from "weighted voting" to providing policy advice.
Concerning the suggestion to modify the selection process for proportional representative candidates in next year's local elections—changing from votes cast by executive committee members to 100% votes from regular members—the vote resulted in 88.50% support and 11.50% against. In situations where there are four or more candidates, permitting an initial primary conducted via 100% regular member votes received 89.57% approval and 10.43% resistance.
The Democratic Party plans to complete the amendment via resolutions from the Supreme Council, Executive Committee, and Central Committee this month. Nevertheless, there is still a chance of rejection if the amendment does not receive a majority in the Central Committee vote. The Central Committee includes legislators, regional committee chairpersons, local government officials, and individuals nominated by party committees. In August 2022, an amendment that aimed to give precedence to votes from all regular members over party convention decisions was turned down with just 47.35% support.
Inside the party, there has been criticism that Representative Jeong Chung-rae is preparing for a bid to be re-elected as party leader in August next year. During the August leadership election, Jeong lost the delegate vote to opponent Park Chan-dae but won clearly among regular members, ensuring his position. This has prompted accusations that he is increasing the power of regular members. The party is currently working on amending rules so that in initial primaries—when there are four or more candidates—the share of regular member votes rises from 25% to 35%, while public opinion polls go up from 25% to 30%. The weight of Central Committee votes would drop from 50% to 35%.
