Flood Victims Trapped on Roofs Await Rescue in Central Vietnam
Thirty-five individuals in a community within Khanh Hoa Province are still confined inside Nguyen Tram's residence, subsisting on communal food and limited water intake following three severe floods that occurred within a single week.
On the morning of November 20, Tram repeatedly sought assistance from her home on Phu Trung Street. Outside, the murky floodwaters kept surging, completely isolating that residential neighborhood.
Inside, the people who were stuck, including two babies, five other children, two elderly individuals with stroke conditions, and one woman who was close to giving birth, were eating the last of their instant noodles.
They had exhausted their supply of clean water and there was no electricity. "I've lived half my life, and I've never seen Nha Trang like this before," Tram remarked, her voice showing signs of exhaustion.
The water initially came into her house on November 16.

In the initial two floods, the water reached a depth of 12 to 16 inches, enabling her family to relocate the furniture and vehicle to elevated areas and temporarily reside on the second floor.
On the morning of November 18, the water level dropped, and they swiftly removed the thick mud that remained.
But that same afternoonthe third flood arrivedand was significantly more intense than before. They managed to grab a small gas stove and some dry provisions before rushing upstairs.
That evening, the water flooded the entire ground level, reaching a depth of approximately 10 feet.
Listening from their balcony to the urgent calls for assistance from neighbors residing in modest homes that were flooded up to the rooftops, Tram's husband donned a life jacket and rowed an inflatable boat out.
He invited 31 neighbors to his home. However, on the night of November 19, the boat was punctured, likely due to a sharp object, which compelled him to stop the rescue operations. The 35 individuals started a desperate attempt to stay alive on the second and third floors.
The food intended for her family of four was extended to support many more people. Tram focused on boiling water to prepare formula for the two babies and beverages for the elderly.
Twenty-eight adults consumed raw instant noodles, a typical emergency food in Vietnam, and took small sips of water to keep going.
When their provisions were exhausted, she descended to the ground floor to search the refrigerator, finding some pieces of squid and dried fish that had not been swept away.
"The electricity has been cut off for four days, we have no food remaining, and as a result, everyone is sharing small bits of rice paper and sips of water to survive," Tram said.
By midday on November 20, the water started to decrease gradually, although it remained fast-moving, which made it increasingly difficult for rescue teams to reach the area. "We just hope to be rescued; the strength of the elderly and children has reached its limit," Tram said.

In Bac Ward, Quy Nhon, Nguyen Ngoc Vu, 36, along with his family, experienced critical life-threatening situations.
Having recently finished removing the mud from the last flood, Vu and his wife were shocked to witness water surge in like a swollen river on November 18, flooding everything they owned.
The five members of the family were forced to relocate to a tiny mezzanine measuring slightly more than 10 square meters. On the early morning of November 19, cell phone services failed, leading the family into a state of panic.
With their gas stove and food submerged, they turned to eating raw rice paper.
By midday, Vu shattered a window, climbed onto the metal roof, and made loud noises using buckets and pots to get help. An hour later, the whole family was saved by boat, leaving their flooded house behind.

On November 19 and 20, all rivers from Gia Lai to Khanh Hoa provinces surpassed alert level 3, the highest flood warning, during this period setting new historical records.
The alert for natural disaster risks was escalated to level 4 in eastern Dak Lak. Severe flooding occurred in downstream regions along the Ha Thanh River in Gia Lai, exceeding the previous record from 2009.
Many homes were flooded up to the level of their roofs. In Quy Nhon Bac Ward alone, 10,000 families became isolated, leading hundreds of individuals to climb onto their rooftops in hopes of being rescued.
In light of the current circumstances, Dak Lak officials deployed helicopters and drones to assist the local population. Currently, 421 communes and wards located between Hue and Dak Lak are under alerts for landslides and flash floods, with many more areas at risk of severe and extended flooding.
In Dak Lak, Nguyen Thi Hao, 45, from Dong Hoa Ward, had to assist her husband, who had suffered a stroke, and her 80-year-old mother in climbing to the attic when water from the Ba River unexpectedly flooded in on the night of November 20.
Encircled by water, she swiftly penned a request for assistance on a piece of fabric and displayed it from the roof. "We just pray that someone notices this and comes to save us; the water rose too quickly for us to flee," she mentioned.
