The Q3 2025 report regarding Network Capacity Reliability (NCR), published by the Nigerian Communications Commission (NCC), has highlighted densely populated regions, including city centers, as the primary source of network congestion among telecommunications providers, particularly during peak hours from 6am to 11:59pm.

As per the report, the issue in densely populated areas is impacting upload and download speeds, leading to network overload, which results in interrupted video calls, streaming delays, unsuccessful mobile transactions, and sluggish downloads.

The report, which THISDAY acquired from the NCC's official website, also stated that most capacity limitations were concentrated in city centers, affecting companies that have a strong presence in these regions. It noted that traffic during busy times makes the service seem sluggish and unstable, even when coverage is adequate.

After determining the primary reason for network congestion during busy times, NCC therefore recommended that the best way to ease capacity pressure in urban areas is through a comprehensive strategy centered on two objectives: rapidly introducing 5G technology and enhancing the capacity of the current 4G (LTE) network to boost performance for all users.

"Limitations on download capacity are mainly an issue in specific areas. Although the national statistics indicate a small overall effect throughout the country, the problem becomes more severe in densely populated cities. Localized traffic congestion directly causes a decline in performance during rush hours, highlighting that focused infrastructure development in these urban regions is essential to maintain reliable service," the report stated.

The report pointed out several human effects of network congestion, such as: Challenges with capacity in educational settings; delays in handling payments; and a buffering network that hampers the quality and dependability of video calls, along with other issues.

The report stated that students living in densely populated areas might face challenges with e-learning platforms because of a low quality of experience (QoE) when there is network congestion. It also mentioned that mobile payment processing could be slowed down or fail during busy business times if there is network congestion, and that the quality and dependability of video calls would be greatly affected when network capacity is overwhelmed.

The report also stated that capacity limitations are focused in urban areas, with minimal effect on rural services, highlighting that the restriction is a localized problem related to densely populated regions.

Key findings of the report highlighted the impact of urban strain caused by capacity bottlenecks, primarily located in busy areas, which the report identifies as predominantly an urban issue.

Regarding download performance, the download speeds are the most affected component of the service during busy times.

In addressing the issue of network congestion, the NCC stated in the report: "Focused investment, particularly in 5G infrastructure within densely populated urban regions, represents the most effective approach to reduce congestion and maintain dependable data services. The NCC is committed to promoting openness and encouraging a competitive market that motivates operators to address these local constraints, thereby guaranteeing consistent connectivity for all Nigerian users."

A data-focused public report was created by the NCC, in collaboration with Ookla, a worldwide expert in network intelligence and performance evaluation.

Issued on a quarterly basis, the report offers impartial analysis of network performance, coverage, and service quality among operators, states, and regions in Nigeria.

By launching this effort, the commission seeks to encourage responsibility, detect areas of insufficient service, and assist in implementing data-driven policy measures that foster creativity, draw funding, and enable Nigerians to experience consistent, top-notch connectivity.
