Commissioned by the GlobalPartnership Hub of the Friedrich Naumann Foundation in Nairobi and carried out by Trends and Insights from Africa (TIFA) Research Limited, theReport on IT Services Cost Structures in Kenyaindicates that Kenya's IT workforce is primarily hired locally at entry-level positions where demand is strong but compensation is limited.

It calls onKenya to expand IT education and concentrate on more than just beginner positions to gain greater benefits from the growing worldwide need for IT specialists.

In general, the three markets demonstrate a distinct hierarchy: Germany as high-cost, Kenya as a mid-cost destination with quality potential and India as the low-cost center.

Kenya's ICT workforce needs to enhance their skills beyond fundamental and intermediate levels, specializingshigh-demand roles, and position itself as a mid-cost, high-quality outsourcing hub—striking "The optimal balance between India's low-cost advantage and Germany's high-salary market," said Maggie Ireri, CEO of TIFA Research.

Germany's developed market indicates its higher cost structure, while India continues to be appealing for low-cost outsourcing despite challenges in quality and cultural differences.

Kenya's combination of affordability, expertise, and compatibility positions it as a key outsourcing option for German companies aiming to reduce costs while maintaining high service standards., the survey noted.

The research suggests that Kenya should focus on enhancing its mid-range cost competitiveness in the competition for IT employment opportunities, leverage Business Process Outsourcing (BPO) firms as monitors for quality and salary standards, and ensure its workforce acquires hands-on, credible technical skills that meet the demands of both international and local job markets.

Many IT positions available in Europe, such as in Germany, are for beginner roles, indicating organized career routes for new graduates and apprentices.

"Kenya has fewer entry-level positions (42%), presenting an opportunity for its young ICT professionals to fulfill Germany's needs if they possess the right certifications, language skills, and formal experience," according to the report from the study.

It also advises Kenyan software engineers to practically enhance their specialization to meet global hiring standards.

For example, to compete within Germany's high-tech environment, they are recommended to go deep—specialize instead of broadening their focus, and obtain certifications that are internationally recognized and aligned with industry standards.

They must also present evidence such as public projects, documentation, and a GitHub history, advanced study or research collaboration, and demonstrate an integrated cultural–language, standards, and compliance mindset.

Formalizing Kenya's practical expertise into recognized specializations and compliance certifications, enhancing specialization in areas such as AI, ML, and Cloud Architecture, and improving documentation and portfolio evidence, remains crucial as per the survey.
