Japan's Ruling Parties Initiate Constitution Reform Talks
TOKYO - The governing Liberal Democratic Party and its newly joined junior coalition partner, the Japan Innovation Party, started discussions on Thursday with the aim of developing suggestions for the first-ever amendment to Japan's postwar pacifist Constitution.
The development follows the LDP's decision last month to separate from its long-time ally, the Komeito party, which has been hesitant to revise the war-renouncing Article 9, and instead align with the JIP, which supports significant modifications to the provision due to challenging security circumstances.
The LDP, which has consistently sought changes to the Constitution created by the U.S.-led occupation forces following World War II, and the JIP intend to enhance their talks regarding the revision of Article 9 and implementing an emergency clause that would grant the government greater authority during significant disasters or military attacks, as reported by lawmakers.
Two regions were highlighted in the agreement signed by both parties on October 20, when they chose to establish a coalition, enabling LDP leader Sanae Takaichi to take office as prime minister the next day.
"We have the same objective, so we aim to move forward with discussions," said Yoshitaka Shindo, a seasoned LDP legislator heading the committee working on clauses with JIP, during the inaugural meeting.
Nobuyuki Baba, who will chair the panel on behalf of JIP, stated that establishing the panel signifies they have advanced "one step" closer to amending the constitution.
Japan's Constitution has stayed the same since it came into force in 1947, with no official procedure for amendments ever being started, largely because of the difficult requirement to gain approval from the Diet.
Modifying the fundamental law necessitates obtaining a two-thirds majority in both houses of the Diet, followed by approval from a majority in a nationwide vote.
At present, the LDP and other reform-backing groups possess less than two-thirds of the seats in the House of Representatives, despite having a significant majority in the House of Councillors.
Article 9 is a notable section of the Constitution, viewed by many conservatives as a demeaning imposition from the U.S.-led occupation following Japan's defeat in World War II. The population is split on whether to amend Article 9.
Article 9 gives up war and bans the ownership of military forces or any other "military capability." The LDP has suggested defining the legal position of the Self-Defense Forces, along with other modifications, to resolve debates stating that Japanese troops are "unconstitutional."
The JIP, also referred to as Nippon Ishin, has suggested in a recent report regarding national defense and constitutional amendments, which involve removing a portion of Article 9 that prohibits the possession of military forces, aiming to end the nation's "exclusive defense-oriented" approach.
Since the two sides are not completely in agreement regarding the revision of Article 9 and lack a majority in the more influential lower house, it remains unclear if significant advancements will occur in constitutional changes.
According to the coalition pact, the two parties plan to develop revision suggestions for presentation to the Diet by the end of March 2027.
