On the afternoon of the 20th, an unexpected gas leak took place at POSCO's Pohang Steelworks located in Nam-gu, Pohang, North Gyeongsang Province, causing three individuals—workers from POSCO and its affiliated companies—to lose consciousness. Furthermore, three more people were harmed and are currently being treated at a hospital.
This event represents the third safety incident at the Pohang Steelworks this year. In March, a worker in his 40s from POSCO PR Tech passed away after getting caught in equipment at the Stainless Steel No. 1 Cold Rolling Plant. On the 5th of this month, a leak of hydrofluoric acid at the Stainless Steel Rolling Department Annealing Pickling Plant resulted in the death of one subcontractor employee and injuries to three others due to burns. Frequent accidents have led to criticism that POSCO may be failing in its safety management and prevention efforts.
The incident took place approximately at 1:47 p.m. at the Stainless Steel No. 4 Plant. A report to emergency responders mentioned, “Employees removing sludge and waste material close to a drainage ditch inhaled fumes and are being given CPR at the location.”
At first, two workers from a subcontractor company who were cleaning the area fainted after breathing in gas. They were utilizing a cleaning vehicle with a hose to clean near the pipes when the accident happened. Officials believe the cause was carbon monoxide poisoning. Carbon monoxide has a higher affinity for hemoglobin in red blood cells compared to oxygen, resulting in a lack of oxygen and suffocation when inhaled in large amounts.
A POSCO employee, Mr. A (in his 40s), who found the victims, informed the company's internal fire department about the incident and subsequently became unconscious. Three firefighters who arrived at the location tried to perform rescue actions, including CPR, but later experienced dizziness and breathing difficulties and were taken to the hospital. As of 10 p.m., Mr. A and the two subcontractor workers were still unconscious. A police representative said, "They are on ventilators and in a critical state." The three firefighters were reported to be in stable condition.
Authorities from the police and fire departments are looking into the chance that employees inhaled carbon monoxide resulting from external damage or pipe degradation while cleaning. They will check if workers used protective gear to avoid exposure to dangerous gases and if POSCO provided a secure working environment. The Ministry of Employment and Labor has advised a "work halt" at the affected site.
The Pohang Steelworks has experienced three safety incidents this year. Kim Jung-jin, head of the Daegu Safe Living Practice Citizens’ Coalition, voiced doubt: "I question if dangerous gas levels were accurately assessed or if employees used appropriate protective equipment."
Internal sources indicated that the POSCO Group is facing significant challenges due to repeated accidents. In August, Chairman Chang In-hwa set up a "Group Safety Special Diagnostic Task Force, TF" under his direct oversight. However, another incident still occurred. During a September trip to Europe, Chairman Chang spoke about cooperation with the global safety consulting company SGS and highlighted, "We will establish a work environment where employees can feel secure." A POSCO representative said, "We will do everything possible to assist the injured and fully support the investigations conducted by the relevant authorities."
