On Thursday, President William Ruto presented his State of the Nation Address in Parliament, stating that Kenya's progress will be fueled by the nation's own income rather than external assistance or borrowing.
During his State of the Nation speech delivered at Parliament on Thursday, the President emphasized that Kenya needs to move away from a pattern of significant debt accumulation that has shaped the nation's approach to growth over almost two decades.
"Our nation's development will not come from external forces. It will not be achieved through aid. Nor will it be driven by debt. Our country will be developed by its own people, utilizing our own income and taxes. I assure you that no revenues or taxes will be misappropriated," he stated, addressing critics of his administration's financial strategy,
Kenya's past dependence on borrowing
Kenya's public debt has gone beyond Sh11 trillion, with a large part borrowed in the past 15 years. Key infrastructure developments — such as the Standard Gauge Railway, Nairobi Expressway, bypasses, and energy facilities — were mainly funded through foreign loans.
China has been one of Kenya's major lenders, making up approximately 20 percent of Kenya's foreign debt, primarily through loans used for transportation and energy projects. For many years, Kenya has relied on these loans to support its growth, frequently seeking financial support from Beijing when local income was insufficient.
This lending approach, along with increasing demands for repayment, has led to ongoing public worry and discussions about the long-term viability of debt, encouraging Ruto to push for a move toward generating local income and maintaining financial responsibility.
The leader utilized his speech to support essential elements of his government, such as the affordable housing initiative and the implementation of Universal Health Coverage (UHC), which have encountered political and legal obstacles.
Ruto mentioned that the administration had managed to surmount initial skepticism regarding the housing initiative.
Three years back, when we pledged to provide affordable housing, the skeptics considered it a mere dream. Once they understood we were genuine, they claimed it was unachievable. And when we started construction nationwide, they predicted the initiatives would come to a standstill.
Today, those uncertainties have been replaced by a completely different query from people across Kenya: "How can I obtain one of those units?"**
Regarding UHC, the president stated that the government is currently covering medical premiums for disadvantaged families through the Social Health Authority.
When I pledged that those who couldn't afford it would receive support from the government through UHC, critics laughed. Now we are covering premiums for 2.3 million vulnerable Kenyans, such as orphans, widows, the elderly, and individuals without income, because for them, healthcare is not a luxury. It is a right that is fully guaranteed.
The Leader also supported his administration's management of the economy, stating that international organizations and markets were recognizing Kenya's growing financial prospects.

Ruto labeled his detractors as "the high priests of constant pessimism," alleging that they are disseminating false information regarding the nation's economic trajectory.
Although everyone is free to express their opinions — which is the essence of our democracy — no one has the right to create biased lies and pass them off as truths. And that is precisely what I am presenting today; straightforward, confirmable, and undeniable.
He called on Kenyans to reject average standards and aim for greater national aspirations.
