Terrorism: DSS Indicts Seven IPOB Leaders
The State Services Department has brought terrorism charges against seven suspected leaders of the Indigenous People of Biafra, who are said to be connected to the imprisoned separatist activist Simon Ekpa, based in Finland.
The allegations were submitted in three distinct cases—FHC/ABJ/CR/632/2025, FHC/ABJ/CR/633/2025, and FHC/ABJ/CR/634/2025—before the Federal High Court in Abuja on November 19.
A statement released on Thursday from the Deputy Director of Public Relations and Strategic Communications at the DSS, Favour Dozi, indicated that the suspects were charged with receiving money and other forms of support from Ekpa and other overseas members of IPOB to further the group's operations.
Dozi mentioned that one of the individuals accused, Ibrahim Larabo, who is referred to as an undocumented immigrant from Niger, has been charged with financing terrorism.
She claimed that Larabo ran an unauthorized currency exchange office and offered financial services to the faction led by Ekpa, handling and distributing significant amounts for activities in the South-East.
Dozi stated, "The individuals under suspicion were identified as IPOB leaders, arms dealers/couriers, ESN combatants, and ground troops who received funding and guidance from Simon Ekpa, who has a conviction for terrorism-related offenses and was given a six-year prison sentence in Finland."
The PUNCH stated that the Päijät-Häme District Court handed down a six-year prison sentence to Ekpa on September 1, 2025, for terrorism-related offenses and additional charges.
The report mentioned that the 40-year-old ex-municipal politician from Lahti was found guilty of several charges, such as involvement in a terrorist group's activities, encouraging crimes for terrorist reasons, serious tax fraud, and breaches of the Lawyers Act.
In another case, Dozi mentioned that the DSS obtained a conviction against a terrorist named Ismaila, also referred to as Mai Tangaran, for organizing the 2012 assaults on the Police Headquarters in Bompai, Kano State, and additional locations.
She mentioned that the trial, which started in 2017, ended on November 18, when Judge Emeka Nwite from the Federal High Court in Abuja handed down a 15-year sentence for one charge and 20 years each for three additional charges, to be served together.
She further mentioned that the trial of two individuals sought internationally for terrorism—Mahmud Muhammad Usman (Mamuda) and Abubakar Abba (Abu Baara)—is scheduled to restart on January 15, 2026, before Judge Nwite.
The legal proceedings against Khalid Al-Barnawi, who is accused of orchestrating the UN complex bombing on 26 August 2011, are ongoing. Barnawi, along with four other individuals, faces charges related to his participation in the attack. Five additional people have been charged with nine counts before the Federal High Court in Abuja in case FHC/ABJ/CR/301/2025 concerning their alleged involvement in the attack on St. Francis Catholic Church in Owo, Ondo State, on 5 June 2022," the statement noted.
She also revealed that 10 individuals detained in relation to assaults in Benue and Plateau states are currently facing legal action, as per a directive from President Bola Tinubu to apprehend those responsible for recent violence in both regions.
Also facing charges are the recaptured Abdulazeez Obadaki (known as Bomboy), thought to be an internationally recognized ISWAP leader, who admitted to orchestrating attacks on St. Francis Catholic Church in Owo and Deeper Life Church in Okene; and Musa Abubakar, a major producer and distributor of weapons and ammunition, who was detained in Plateau State.
"The DG-DSS, Oluwatosin Adeola Ajayi, following his appointment in August 2024, initiated a review of all the cases he took over. He also instructed that forensic examinations be carried out on these cases to support thorough prosecution in line with Nigerian regulations," she stated.
