Abuja's Suffering

Last week, most media coverage of the conflict between the FCT minister and a group of military officers focused more on dramatic storytelling than on maintaining objectivity or examining the broader consequences of the incident. The minister was conducting an enforcement operation to halt and demolish a construction project that lacked proper authorization and development permits.

The Minister's objective was valid, yet unusual. A minister ought not to be directly involved in a task that falls under the jurisdiction of a statutory department he oversees. Even if the personnel assigned to the task face opposition from the military, the way the minister became engaged is unnecessary. Unless there are other hidden reasons.

On the other hand, regardless of the situation, it is highly regrettable for the military, similar to the police in Nigeria, who are expected to lead in upholding law and order in the country, to be observed openly supporting a project in the federal capital city that lacks proper ownership documentation. All developers on the land, particularly the military, can leverage their power to reclaim their rights from the individual who deceitfully sold it to them, with support from the FCTA if feasible, but not through confrontations.

In addition to these facts and the public declaration from the previous Director of Development Control, stating that the land under development lacks proper documentation, numerous questions remain unanswered by the authorities. If individuals are illegally asserting ownership, what is the fundamental information about the land that renders its ownership and development unlawful? Were they prevented because the land is designated as a green area, a road reserve, or owned by others who had earlier allocations? Furthermore, how did the authority handle other developments involving similar violations and disputes?

On all these grounds, the current FCT Administration, under Wike's leadership, has repeatedly undermined itself through its own violations. There are numerous plots of land in the city that are involved in land use abuses, yet his administration has issued allocations and building permits for incompatible uses.

Everyone familiar with the rules and regulations knows that all the tools currently utilized by the Department of Development Control in the city are not in favor of issuing development permits within green spaces and road reserve areas. A clear example is the ongoing situation at the Wuse Zone 6 Neighborhood Park, located just a short distance from the AMMC headquarters.

The Minister has the authority to cancel and redistribute land, but only under the condition of a higher public interest. Furthermore, all parks are designated and utilized for the advantage of the public. There is no legitimate basis that can be created to justify these allocations and approvals.

If the administration is unable to set a positive example, how can it hope for other citizens to obey its directives? The entire incident can be encapsulated by the well-known saying, "He who seeks equity must come with clean hands."

We are aware and can confirm the loyalty of the security agencies to the FCT administration, particularly to the office of the FCT minister, who serves as the Chief Security Officer for the region. The general public, especially the security agencies, are not unaware of how the FCT land laws are being breached by those who are supposed to safeguard them. Last week, this respect and compliance with the established authority reached its lowest point ever. Almost all media outlets that covered the incident backed the military action not because they were ignorant of the illegality involved in their development, but due to the significant decline in public trust in the current FCT administration.

We must not overlook the fact that there was a period in history when an entire structure owned by a serving Minister of Defence was destroyed by the FCT Administration, with no one stopping the action. Regrettably, the integrity of the city is now being sacrificed for political convenience. This is not only detrimental to the welfare of the capital city but also to the involved parties. Such actions risk undermining the stability of Nigerian democracy.

Clearly, the question that comes to mind for anyone who has been affected by unjust land acquisition is, why me? If others are being safeguarded from developing lands that have more severe land use violations, why are they protected while I am not?

The reality is that even if the contested land is permitted for military use, its usage will only remain valid as long as the Southern Parkway construction is ongoing. In the meantime, the FCT Minister has canceled all green space allocations within the city. The property owners have been instructed to reapply for renewal, but this will depend on the minister's discretion.

We are convinced that, in the absence of any sense of fair treatment, the Military and other reasonable individuals would give up without resistance. All these actions taken by the administration must be undone. Otherwise, there will be further chaos and disorder. An ounce of prevention is worth a pound of cure.
