G20 Unveils Declaration on Opening Day, Defying Trump

On the first day of the G20 Summit in South Africa, which was the 22nd (local time), the "G20 South Africa Leaders’ Declaration" was approved. Normally, such declarations are adopted on the last day of the summit, but this year it was unusually done on the first day. Some believed that U.S. President Donald Trump's criticism of South Africa for hosting the G20 and his unfavorable position towards the declaration might have unintentionally sped up its adoption.
Vincent Magwenya, the spokesperson for South Africa's presidential office, informed journalists at the Nasrec Expo Centre in Johannesburg, where the summit was held, "The Leaders' Declaration was approved by agreement at the beginning of the meeting." He further stated, "Although declarations are typically approved at the end, there was an agreement to make it the first item on the agenda."
South African President Cyril Ramaphosa, who is leading the summit, mentioned during the opening event and the beginning of Session 1, "There has been a strong agreement and shared understanding. Another responsibility we need to address at this initial stage is to approve the declaration now."
The South African Ministry of International Relations and Cooperation officially published the "G20 South Africa Summit: Leaders' Declaration," a 30-page document containing 122 points. The declaration stated that G20 leaders reconfirmed, "Our dedication to the G20 functioning within a multilateral framework grounded in consensus and ensuring all member nations have equal participation in all activities, including the Leaders' Summit, in line with their international responsibilities."
They also mentioned, "In line with the objectives and values of the UN Charter, we will work towards a fair, complete, and lasting peace in Sudan, the Democratic Republic of the Congo, the occupied Palestinian territories (the West Bank and Gaza Strip), and Ukraine."
Furthermore, the statement tackled matters that the Trump administration had previously neglected, including the seriousness of climate change, the importance of adaptation, bold targets for increasing renewable energy, and the difficult financial obligations that developing countries must manage.
Previously, President Trump had stated on the 8th through Truth Social, "It is truly disgraceful that the G20 Summit is taking place in South Africa," and announced a complete boycott. Since February, Trump had argued that South Africa's government led by Black individuals was enforcing "racist policies against whites," such as seizing land from the minority white population, and U.S. officials did not participate in G20-related activities.
President Trump, whose nation will host the G20 next year, was absent from this summit, and reports of Vice President J.D. Vance's attendance also did not materialize. The United States officially communicated to South Africa via its embassy that it "opposes the declaration without U.S. approval" and would only agree to a chair's statement that acknowledges its non-participation in the consensus.
In reaction to Trump's position, President Ramaphosa criticized, "A nation's geographic location or military strength should not define its voice," and remarked, "The U.S. is stepping back from its role as the world's largest economy." A representative from South Africa's Department of International Relations said, "We do not submit to pressure," and noted, "The U.S., which skipped the meeting, has no influence over the G20's results." Even though the U.S. made demands, South Africa went ahead with adopting the declaration, sparking rumors that the G20 presidency handover to the U.S. might not take place.
