Afraid of Certain Gen Z Groups, UML Launches New Youth Wing
Nepal, November 22 -- Although some Secretariat members had concerns, the CPN-UML officially unveiled a new branch called the National Volunteer Force (NVF) following the Gen Z movement that led to the UML losing its authority.
The establishment of the new youth wing has sparked debate, not only due to disagreements among the party's top figures, but also because of the "criminal history" of the NVF coordinator, Pushpa Raj Shrestha.
He has been charged in several police cases, sparking significant worries regarding the future of the department.
The party chairman, KP Sharma Oli, declared the NVF during a large gathering in Kathmandu, stating that the newly formed youth wing would assist in upholding law and order across the nation.
Although the creation of the NVF is viewed as an effort to address Gen Z individuals who are opposed to the former Oli government, the UML leader stated that it was not directed at anyone.
A senior UML figure reportedly told the Post that establishing such a force before the elections could present significant security risks and might lead to conflicts with other parties during the voting period.
The party stated that the force was established with the aim of aiding government agencies, eliminating people's fear and the current feeling of insecurity, supporting security forces, and providing assistance in relief and rescue operations during natural disasters.
The UML and Generation Z youths, especially those guided by Sudan Gurung and similar figures, have frequently engaged in heated debates. Mahesh Basnet, a member of the UML politburo, directs UML members in responding to the youths' criticisms of the party.
The competition between the UML and young people from Generation Z has intensified following an incident where a group of Gen Z individuals prevented UML General Secretary Shanker Pokhrel and Basnet from entering Simara in Bara district on Wednesday.
It was not established against any individual, stated Oli regarding the new youth organization. "It is not intended for violence or terrorism."
However, Basent, who was instrumental in establishing the force, cautioned that anyone, under the banner of Gen Z, attempting to hinder the UML would face consequences.
Basent asserted that UML would meet the real needs of Generation Z, and stated that the House of Representatives should be restored to deliver justice for those harmed and killed during the Gen Z demonstrations.
Wherever there is an obstacle in the name of Generation Z, there will be pushback," Basnet stated. "We are in touch with Generation Z youth. However, other groups are utilizing their name and symbol, which is unacceptable.
Oli and Basnet focused extensively on Gen Z individuals in their opening speech. At times, they employed intimidating words; at other moments, they appeared empathetic towards them.
If someone attempts to guide the country towards an undemocratic direction, incites chaos, and uses fire, destruction, and fear, the volunteers will intervene," stated Oli. "The government has declared elections, but we observe authoritarian behaviors—such as prohibiting peaceful gatherings, restricting leaders from visiting specific areas, and preventing them from speaking at events.
He believed that anarchic actions were being performed by fake Gen Z groups. Chaos should not be unleashed in the name of Gen Z, he stated. "The government needs to immediately halt anarchic activities. They claim they will hold elections, yet they engage in such behavior. The issue is: how will they manage the elections?"
At the UML Secretariat meeting held on Thursday, senior vice-chairman Ishwar Pokhrel, vice chairs Bishnu Poudel, Surendra Pandey, Asta Laxmi Shakya, and secretaries Yogesh Bhattarai and Gokarna Bista, along with others, reportedly expressed opposition to the proposal of establishing a new youth front. They mentioned that this action could lead to conflict and highlighted the potential for such an organization to be misused.
In the past, UML established the Youth Force and the People's Volunteers, but both groups did not stay active for long.
Paudel also raised an objection, stating that the party's constitution did not include any clause for establishing such a group. "Our constitution only allows for the formation of a volunteer organization, not a youth organization," a leader quoted Poudel as saying during the meeting.
We already have a youth wing within the party. We don't require an additional youth group at this time.
Top party officials warned Oli on Thursday that any conflict with other groups would be detrimental to the party.
"Creating such a force goes against our party's policy and vision. Hence, it is not advisable. A party and its leaders that value public support and democracy should not depend on a protective force. What occurred in Madhesh when efforts were made to manage affairs through brute strength?" a member of the secretariat said to the Post, challenging the rationale behind the establishment of the new youth front.
They also recommended that, irrespective of actions taken by Gen Z or the government, the UML, as a responsible party, should demonstrate greater responsibility, stated a member of the secretariat. "However, Oli did not pay attention to their advice."
"Several voices and issues were highlighted regarding the purpose of establishing the NVF," said party vice-chair Surendra Pandey to the Post, adding that the UML does not require a "militant"-style youth organization at this time.
Furthermore, Shrestha's association with unlawful actions added to the controversy.
As per information from Nepal Police, Shrestha is confronted with four allegations of attempted homicide, two counts of public misconduct (involving indecent conduct), and one charge related to kidnapping and holding someone hostage.
Shrestha expressed critical comments during the launch of the NVF. "Even under these circumstances, we are prepared to stand up and face challenges—on the streets or anywhere—by wearing red bands on our heads," Shrestha cautioned. "However, this does not mean we will take the law into our own hands. We will back those who act properly."
Shrestha emphasized that homes were set ablaze in numerous areas, yet individuals are unable to express their concerns. He pledged to represent those who have no voice. "Similar to how government buildings, courts, and public facilities have been damaged, I urge other political parties to unite with us and take to the streets with increased determination," he stated.
The Nepal Police Criminal Record System lists seven cases registered against Shrestha from 2006 to 2018.
The police last detained him on September 11, 2018, with allegations of participation in kidnapping and holding hostages. Ram Bahadur Katuwal, who hails from ward 5 of Kamalamai Municipality in Sindhuli and resides in Ratopul, submitted a report stating that Shrestha had intimidated him. A group from the Valley Crime Investigation Office arrested Shrestha following the complaint.
Police also looked into him regarding the alleged kidnapping of Ganesh Kumar Kunwar on November 19, 2016, and demanding money. Investigators discovered that Kunwar was kept in a rented room and pressured to write cheques amounting to Rs1.1 million.
Shrestha was the chair of the Young Communist League in Sindhuli district, which was the youth organization of the former Maoist party. Following the merger of the Maoists and the UML into the Nepal Communist Party, he continued to be associated with the UML.
As per the police, Shrestha was also involved in attempted murder cases in 2006, 2007, and 2008. In 2010, he was accused under the Public Offences Act for allegedly attacking Rajan Ghising from Sindhuli. In 2013, he was detained in a separate incident involving kidnapping and taking hostages.
