Bility Refutes Claims of Misusing Bong County Funds from China Union
The CMC Political Leader and Representative for District #7 in Nimba County, Musa Hassan Bility, has firmly denied allegations made by Bong County Senator Prince Moye that he or his company, Srimex Oil & Gas, misappropriated funds from the China Union concession intended for the residents of Bong County.
In a strongly worded statement released on Wednesday, Rep. Bility labeled the accusations as "false, deceptive, and politically driven," calling them a part of a planned attempt to mislead the public and damage his image.
At no time have I, or my company, received or gathered any county-owned or government/public funds from China Union or in representation of Bong County," Bility stated, describing the claims as "completely baseless.
He stated that neither he nor Srimex has ever participated in any financial agreements with Bong County concerning the China Union concession.
Describing the beginning of Srimex's involvement with China Union, Bility explained that in 2016, the company encountered a significant operational challenge. China Union reached out to various oil companies, including Aminata and the Liberia Petroleum Refining Company (LPRC), seeking technical assistance to avoid a shutdown—but all refused. Srimex was the sole company that agreed to step in.
"This partnership led to a valid, legal, private-sector business deal, completely separate from any public financing or governmental actions," Bility stated.
Bility stated that Srimex allocated more than US$5 million of its own funds to renovate and modernize the China Union terminal, which was initially constructed for storing Heavy Fuel Oil. The facility was later adapted to manage Automotive Gas Oil (AGO), an essential part of Liberia's fuel supply. He contended that this investment was crucial in avoiding interruptions in the nation's fuel storage capabilities and allowed the government to enhance LPRC infrastructure.
As per Bility, activities carried out under Srimex's contract with China Union have resulted in over US$150 million in taxes and associated income for the Liberian government, which can be confirmed using records from the Liberia Revenue Authority.
"Those revenues would not have been generated if China Union had closed," he stated, referring to Senator Moye's critique of Srimex's profitability as "confusing." He highlighted that Srimex, being a private company, has the legal right to make profits from its investments.
Bility also alleged that Senator Moye focused exclusively on a Liberian-run business, ignoring foreign-owned companies, implying this reveals "a lot about the Senator's priorities."
In one of his strongest remarks, Bility accused Senator Moye of trying to deflect responsibility for choices he made personally during his time as a legislator. He revealed that it was Senator Moye who approved the waiver that stopped China Union's county payments to Bong County, a decision that occurred before Bility or Srimex had any role in it.
The public record is evident," Bility stated. "Senator Moye is altering history to shift blame at a time when the decision has become politically troublesome.
He emphasized that every aspect of Srimex's activities was carried out openly and with the oversight of the Liberian Government, LPRC, the Liberia Revenue Authority, and other regulatory organizations, dismissing any claim of hidden operations.
Bility warned government officials to avoid what he described as "careless and uninformed public comments" that damage public confidence, reduce investor trust, and confuse the public. He encouraged Liberians to check information before considering it true.
He warned that Liberia's political atmosphere is becoming more contaminated with lies being promoted as facts for political advantage.
He also urged Senator Moye to address any valid issues through his official role as Chairman of the Senate Committee on Ways, Means, and Finance, instead of participating in "public speculation and tabloid-style remarks."
In closing his remarks, Rep. Bility emphasized his dedication to national progress, expansion of the private sector, openness, and ethical governance.
"I am dedicated to prudent leadership and the Liberian population. Nothing can hinder my endeavors," he stated.
