Shen Pao-yang (43), also referred to as Puma Shen, is a rising Taiwanese political figure who has become a central player in the ongoing cross-strait disputes.
On October 28, Chinese authorities declared that they had charged Shen, a Taiwanese legislator, with "crime of state division" and planned to issue an arrest warrant. Shen, who serves as an associate professor at the Institute of Criminology at National Taipei University, has revealed how "China influences Taiwanese public opinion and affects public sentiment." In 2021, he established the Heigun Academy, a private security education organization, to teach civilians civil defense methods, including responses to psychological warfare. His clear and confident speaking style became popular among young people in Taiwan, resulting in his selection as a proportional representative by the Democratic Progressive Party (DPP) in last year's election. Since being elected, he has continuously criticized China's unification efforts and the spread of false information, leading the creation of the "Act on the Prevention of Infiltration by Overseas Forces."
China had earlier referred to Shen as a "propaganda strategist for the Taiwan independence group." Since 2020, he has been included in lists of prominent politicians with "pro-Taiwan independence views" in documents released by Beijing. In July, Chinese officials canceled the import-export registration of a company founded by Shen's father, Shen Tu-cheng, in mainland China for commercial activities. Following charges of "separating the state," Shen has become a symbol of heroism in Taiwan.
China has warned of conducting a real arrest operation. On the 9th, the Chinese state media outlet CCTV broadcast a video titled "Exposing the True Nature of Shen Pao-yang," mentioning, "We will seek international arrest warrants and work with Interpol." In reaction, Taiwan's Mainland Affairs Council said, "China does not have legal authority over Taiwanese citizens," and noted, "This is a blatant violation of sovereignty and a threat to Taiwan's democracy."
Despite the risk of arrest, Shen went to Germany three days later, on the 12th, to give a speech at the German parliament about "Threats of Disinformation from Authoritarian States." He stated, "Some people suggested I avoid speaking abroad for my safety, but if we step back for such reasons, there's no reason to keep fighting. Taiwan should not be afraid of China's threats, and only by bravely standing with the global democratic and free world can we effectively respond to these authoritarian incursions."
The pro-China opposition Kuomintang (KMT) has adopted a position that differs from the ruling party. When President Lai Ching-te stated, "The legislature must safeguard legislators from all parties and come together to uphold democracy," KMT legislator Han Kuo-yu responded by saying, "The president is trying to blame others for issues he himself created," and questioned, "How can one talk about peace while having Taiwan independence as part of the party's platform and labeling China as an adversary?"
Shen is being evaluated as a possible contender for the position of Taipei mayor in the local elections scheduled for November. Tsao Hsing-cheng, former head of UMC and a prominent member of the Democratic Progressive Party, suggested to President Lai on the 12th, "We should directly appoint Legislator Shen as the candidate for Taipei mayor," adding, "It would be a waste of his abilities if he continues to stay in the legislature." The present mayor of Taipei is Chiang Wan-an, who belongs to the Kuomintang party and is the great-grandson of Taiwan's first president, Chiang Kai-shek.
