Shen, who serves as an associate professor at the Institute of Criminology at National Taipei University, has revealed how "China influences Taiwanese public opinion and affects public sentiment." In 2021, he established the Heigun Academy, a private security education organization, to teach civilians civil defense methods, including responses to psychological warfare. His clear and confident speaking style became popular among young people in Taiwan, resulting in his selection as a proportional representative by the Democratic Progressive Party (DPP) in last year's election. Since being elected, he has continuously criticized China's unification efforts and the spread of false information, leading the creation of the "Act on the Prevention of Infiltration by Overseas Forces."

China has warned of conducting a real arrest operation. The pro-China opposition Kuomintang (KMT) has adopted a position that differs from the ruling party. When President Lai Ching-te stated, "The legislature must safeguard legislators from all parties and come together to uphold democracy," KMT legislator Han Kuo-yu responded by saying, "The president is trying to blame others for issues he himself created," and questioned, "How can one talk about peace while having Taiwan independence as part of the party's platform and labeling China as an adversary?"

Shen is being evaluated as a possible contender for the position of Taipei mayor in the local elections scheduled for November. Tsao Hsing-cheng, former head of UMC and a prominent member of the Democratic Progressive Party, suggested to President Lai on the 12th, "We should directly appoint Legislator Shen as the candidate for Taipei mayor," adding, "It would be a waste of his abilities if he continues to stay in the legislature."
