Hong Kong officials are exploring the creation of a firm to utilize market dynamics and accelerate the growth of theSan Tin Technopole, a major initiative within its extensive Northern Metropolis development.

The Bureau of Innovation, Technology, and Industry released a 34-page document on Thursday.“conceptual outline”for the project, which will span 210 hectares of land designated for fostering the innovation and technology industries in Hong Kong's border regions close to Shenzhen.
The bureau saidThe technology hub will follow a five-stage schedule for development over the next ten years. Upon completion, it is expected to add HK$250 billion annually to Hong Kong's GDP and generate approximately 300,000 jobs, according to the bureau, which referenced projections from a consultant.
At a press conference held on Thursday, Sun Dong, the Secretary for Innovation, Technology and Industry, stated that the main obstacle hindering Hong Kong's technological and industrial progress is the shortage of land. Sun mentioned that the San Tin project will address this issue.
"This area [in San Tin] will fulfill the requirements of industries. I believe this presents a golden chance for Hong Kong to advance our industries as quickly as possible," he added.

In order to speed up the project, the government is planning to establish a "platform company" to take the lead in development, as outlined in the blueprint. This company will be under government ownership to ensure that future growth adheres to its policies, while it can also work with private companies to draw in funding.

Kevin Choi, a senior official at the bureau, mentioned during a press conference on Thursday that the concept was inspired by the government's prior experience in establishing a company to manage development issues within the Hetao Shenzhen-Hong Kong Cooperation Zone.
Officials are still deliberating the plan, Choi stated, without specifying a schedule for when such a company will be established for the San Tin project.
Sun mentioned that specifics, including the project's cost and an estimate of the government's investment, will be determined "over the next few months or one year," with his office collaborating closely with other government agencies like InvestHK, which handles attracting foreign investment to the city.
He further mentioned that the San Tin initiative will have a distinct strategic approach compared to the two current technology hubs in the city – Cyberport on Hong Kong Island and the Hong Kong Science and Technology Park located near Tai Po.

San Tin is expected to become a center for "new industries" because of its close location to Shenzhen and Hetao, according to Sun. Mainland Chinese companies aiming for the global market, as well as local and international businesses seeking to enter China, may also find San Tin's position appealing, he mentioned.
The San Tin Technopole "will establish a new strategic development model for Hong Kong, with the financial [sector] in the south and the innovation [sector] in the north," Sun stated.
He further mentioned that 27 companies have shown interest in establishing themselves within the Hetao development zone, suggesting it could act as a model for the appeal of the San Tin Technopole. Approximately one-third of these 27 companies are developers, he noted.
When questioned regarding the possible environmental impact of the San Tin project on nearby wetlands, Carrie Chang, the deputy secretary for innovation, technology, and industry, stated that the project had integrated environmental protection strategies from the outset.
These measures involve a bird corridor along with low-density and low-altitude construction near the Sam Po Shue wetland, which has been recognized by UNESCO since 1995, she mentioned.
Environmental organizations have expressed worries about the environmental effects of the San Tin Technopole project and possible harm toecologically valuable wetlandsand species that are at risk of extinction in the region.
Last year, the Department of Environmental Protectionapproved the San Tin Technopole projectafter introducing environmental compensation strategies in addition to those recommended by the authorities.
