The head of the National Development Planning Commission (NDPC), Dr. Audrey Smock Amoah, has urged for a more unified and robust national strategy to address Ghana's human capital issues.

Speaking at the Inter-Ministerial Coordinating Committee meeting regarding Ghana's National Human Capital Development Strategy (HCDS) held in Accra on Thursday, 20 November 2025, Dr. Amoah emphasized that Ghana's sustained socio-economic progress is closely linked to its capacity to cultivate, strengthen, and maintain a capable workforce.

Ghana's effort to bring about socio-economic change is closely linked to its dedication to developing human resources," she stated. "As artificial intelligence (AI) and fast technological advancements arise, Ghana has no choice but to make smart investments in its people to develop the skills, abilities, and expertise required to foster innovation and long-term national growth.

Dr. Amoah highlighted several critical issues confronting the nation, such as population challenges, ongoing disparities in the job market, the steady departure of skilled workers, and growing division among different sectors.

"The importance of this approach cannot be stressed enough. We face demographic challenges, a mismatch in the labor market, a continuous departure of skilled Ghanaians, and growing division within sectors. These issues make unified ministerial backing not only beneficial but completely essential," she highlighted.

She emphasized again the NDPC's call for strong, cross-sector cooperation including government agencies, businesses, academic institutions, and research bodies to advance the HCDS.

Co-Principal Investigator and Country Research Manager at Thrive, Dr Kwabena Tandoh, referred to the HCDS as a groundbreaking national plan covering the period from 2026 to 2057.

He emphasized key areas including early childhood development, reforms in quality education, enhanced parental involvement, better teacher motivation, and combined health and social initiatives.

He pointed out that while Ghana is becoming known as a regional leader in early childhood development, major challenges remain. As he stated, the strategy aims to promote not only economic growth but also fairness, empowerment, and community-based solutions.

Head of Strategic Planning at NDPC, Mr. Peter Porekuu, highlighted the main components of the Human Capital Development Strategy, emphasizing the need to create a contemporary workforce with strong analytical abilities, expertise in STEM fields, and the skills required for the Fourth Industrial Revolution.

He stated that the approach involves examining current policies, correcting discrepancies, and making sure that training and educational programs adequately meet the demands of the industry.

Mr. Porekuu also highlighted national issues including the decline of family structures, disparities between rural and urban areas, mismatched skills, lack of infrastructure in developing regions, gender and wage gaps, cultural obstacles, and the ongoing loss of skilled professionals.

The HCDS emphasizes enhancing educational results, health, skill enhancement, and efficiency. It closely corresponds to the President’s Resetting Ghana Agenda, aimed at reestablishing economic foundations, reinforcing institutions, reviving productivity, and keeping people as the core of national progress.

The meeting held on Thursday represented another significant advancement in enhancing collaboration among critical areas — such as education, health, employment, and social welfare — as Ghana strives to speed up a cohesive plan for developing its human resources.
