Japan Objects to China's Travel Warning, Seeks Stable Relations

TOKYO - On Saturday, Japan stated it has raised a formal complaint with China following Beijing's recommendation to its citizens to refrain from traveling to the neighboring country, due to a recent disagreement over Prime Minister Sanae Takaichi's comments regarding Taiwan, while also calling for a composed reaction and maintaining stable relations between the two nations.

Chief Cabinet Secretary Minoru Kihara urged China to implement "suitable actions" without providing further details and requested that both nations maintain communication.

"China's perspective does not align with Japan's interpretation. It is precisely due to these remaining differences that multi-layered communication between Japan and China is crucial," said Kihara, the senior government spokesperson, during a press conference while in Niigata, located northwest of Tokyo.

Masaaki Kanai, the head of the Foreign Ministry's Asian and Oceanian Affairs Bureau, also strongly called on Shi Yong, the deputy chief of mission at the Chinese Embassy in Beijing, to implement "suitable actions."

On Friday, China's Ministry of Foreign Affairs urged its citizens to avoid traveling to Japan following escalating diplomatic tensions triggered by Takaichi's comments regarding her nation's possible role in a potential conflict involving Taiwan.

Earlier on Saturday, Takayuki Kobayashi, the policy director of the ruling Liberal Democratic Party, spoke to reporters in Akita Prefecture, stating, "We will maintain communication and work towards establishing constructive and stable Japan-China relations." He further mentioned that he also aims to clarify the reasons for China's actions.

Referring to the bilateral relationship as "very significant," Kobayashi stated that Japan's position regarding China has not changed.

Following Takaichi's remarks last week stating that a military attack on Taiwan by Beijing could present a "threat to survival" for Japan, Chinese Consul General in Osaka Xue Jian posted on X that a "dirty neck" should be severed "without any hesitation."

As for Xue's remarks, Kobayashi stated they were "extremely unsuitable," and mentioned he had asked the government to "react strongly."

China, which considers Taiwan as part of its territory, has asked Takaichi to withdraw her comments made in parliament, prompting worries that Beijing might increase punitive actions based on Japan's response.

The most recent action is thought to be intended to harm Japan's tourism sector. Since China represents the biggest portion of international tourists visiting Japan, the travel warning may reduce the country's growing influx of visitors, according to experts.

The Chinese Foreign Ministry stated that public safety in Japan has worsened this year, accusing an increase in crimes directed at its citizens. It advised Chinese nationals in Japan to stay vigilant and implement measures to protect themselves from criminal activities.

Beijing also seems keen to communicate at home and abroad that Japan's stance toward China has escalated tensions between the two countries, presenting the matter as something originating from Tokyo.

China, led by the Communist Party, and democratic Taiwan have been governed independently since their division in 1949 after a civil war. The Chinese government sees the self-governing island as a wayward province that must be reunited with the mainland, if needed through military action.

According to Japan's security laws, the country is permitted to utilize the right of collective self-defense in cases considered "life-threatening," despite its constitution that renounces war.

Takaichi's remarks were seen as suggesting that her administration might permit the Self-Defense Forces to intervene in support of the United States if China were to enforce a naval blockade on Taiwan or resort to other forms of pressure.
