Chief Justice Martha Koome today headed the Judiciary in an opening session of court files, held as a tribute to seven judicial officers who passed away in the last two years.

The unique proceedings, held at the Milimani Law Courts, honored Hon Timothy Ole Tanchu, Hon Jacqueline Muthoni Ojwang, Hon Monicah Kivuti, Hon Zena Atetwe Rashid Jalenga, Hon Bernard Kipyegon Rugut, Hon Kunyuk John Tito, and Hon Athman Abdulhalim Hussein.

"This afternoon, we have come together in a serious and united manner to carry out one of the Judiciary's most holy shared responsibilities: to honor, remember, and provide respectful conclusion to the cases of seven of our colleagues who left us in the past two years," CJ Koome stated.

Chairing a bench that also comprised Environment and Land Court Presiding Judge Oscar Angote and High Court Judge Anthony Mrima, the Chief Justice stated that each of the officers dedicated themselves to the nation with devotion, humility, and integrity. She pointed out that their deaths had created a deep emptiness within their families, communities, and the Judiciary.

CJ Koome honored the late Chief Kadhi Athman Abdulhalim Hussein as a renowned scholar and legal expert whose knowledge, kindness, and expertise in Islamic law benefited both the legal profession and the Muslim population. She mentioned that his rulings, characterized by clarity and adherence to fiqh, combined exactness in texts with profound human insight.

"Hon Hussein guided numerous young scholars and Kadhis, dedicated to acquiring knowledge with steadfast determination until his last day," she stated.

The Chief Justice recalled Monicah Kivuti as being principled, brave, and highly dedicated to her sworn duty. She faced an attack while performing her responsibilities during a lunchtime session held in a tent, resolved to keep hearing cases so that those involved—especially the more vulnerable—would not be denied justice. The murder, said CJ Koome, was both a personal loss and an assault on the independence of the judiciary.

The CJ recognized Principal Magistrate Bernard Kipyegon Rugut for his kindness, hard work, and empathy, highlighting that during his tenure in Bondo, Ndhiwa, Kericho, and Molo, he was renowned for his patience, impartiality, and courtesy, always respecting all those who appeared before him.

In her homage to Principal Kadhi John Tito Kunyuk, the CJ acknowledged his academic achievements and community guidance, including studies on Islamic Family Law, the history and legal principles of the Kadhis' Courts, and the cultural legacy of the Turkana people.

CJ Koome characterized Timothy Letina Ole Tanchu as kind, witty, and devoted, with assignments in Makadara, Taveta, City Court, Mombasa, Limuru, and Kibera that showcased his compassion and strong dedication to fairness.

She recalled Jacqueline Muthoni Ojwang as a legal professional who demonstrated compassion, generosity, and camaraderie. From Kibera to Thika and Butere, she was recognized for her modesty and insight, and for managing cases with strength grounded in humanity.

The CJ also recognized Zenah Atetwe Rashid Jalenga for her perseverance, bravery, and steadfast commitment to justice. Her contributions at the Milimani Commercial Court were characterized by impartiality, hard work, and empathy.

"As we finalize their records today, we do not erase their memory. We recognize their legacies as a lasting part of the Judiciary of Kenya's enduring institutional history. Their contributions serve as a solid base for our ongoing efforts to create a more accessible, independent, and citizen-focused justice system," said CJ Koome.

The Chief Registrar of the Judiciary, Winfridah Mokaya, stated that the special proceedings represented much more than just finishing an administrative task, calling them "a deep expression of institutional respect" and a recognition of the officers' significant roles in the delivery of justice.

"Expanding this recognition highlights our dedication to acknowledging their service, providing solace to their families, and keeping their achievements alive in our institutional history," she stated.

The head of the Kenya Magistrates and Judges Association, Justice Peter Mulwa, commended the late officers for their perseverance, honesty, and commitment to a fair society.

On behalf of the Judicial Service Commission, Everlyne Olwande honored their silent, consistent, and loyal contributions.

"From the Judicial Service Commission, we recognize their service, hold their memory dear, and promise their families that their impact continues through the lives they influenced, the people they helped, and the justice they provided," she stated.

The families of the deceased officers expressed gratitude to the Judiciary for its assistance and for recognizing their relatives.
