Liberia Boosts Data Governance via AU Initiative
The Liberian Government, via the Ministry of Posts and Telecommunications, has organized a two-day multi-stakeholder meeting in partnership with the African Union Commission (AUC) to support the creation of Liberia's National Data Policy.
The event, taking place on November 13th and 14th, 2025, at the Mamba Point Hotel in Monrovia, gathers participants from the government, civil society, universities, the business community, international organizations, and the press.
This crucial event represents a significant step forward in Liberia's initiative to create a unified national system for data governance, security, and application, which is a key element of the nation's expanding digital transformation strategy. As Liberia increases its reliance on technology to enhance public services and encourage innovation, data management and protection have grown increasingly vital in fostering transparency, effectiveness, and equitable socio-economic progress.
As stated by the organizers, the upcoming National Data Policy aims to recognize data as a crucial national asset, promoting informed decision-making, improving service provision, and building confidence between citizens, the government, and the private sector.
This program is a component of the larger continental movement to implement the African Union Data Policy Framework (AUDPF), which was approved by AU member countries in February 2022. The AUDPF presents a common vision and core principles aimed at facilitating secure data movement throughout Africa, protecting individuals' rights, and encouraging the ethical use of data for economic development, digital commerce, and technological advancement.
The Framework aims to establish a common data environment and set guidelines for managing data generation and application. It focuses on equitable change, data independence, digital commerce within Africa, fostering confidence, and empowering individuals and organizations to utilize data effectively.
By engaging in this discussion, Liberia seeks to gain knowledge from regional best practices and expert opinions to develop a policy that embodies national goals while adhering to continental guidelines.
The procedure highlights inclusiveness and national involvement, making sure that all involved parties — government, private sector, civil society, education institutions, and global collaborators — have a significant part in developing the groundwork for Liberia's new National Data Policy.
The program is a component of the continental effort, "Empowering Governments to Develop, Adopt and Manage Data Governance Frameworks in Africa."
At the gathering, German Ambassador Dr. Jakob Haselhuber emphasized the significance of data governance, noting that although obstacles are present, this workshop has the potential to greatly influence the growth of Liberia's data system.
Additionally speaking to the attendees, Nona Deprez, Ambassador and Head of the European Union Delegation in Liberia, referred to the meeting as significant and well-timed.
"I encourage you to implement this multi-stakeholder and inclusive method as you begin this training to create your national data policy, using a collaborative approach that involves not only government departments but also the private sector and civil society," Ambassador Deprez stated.
She mentioned that the policy's development must align with the needs and goals of the Liberian people, reinforcing the European Union and its allies' dedication to aiding Liberia's digital progress.
The Minister of Posts and Telecommunications, Sekou M. Kromah, expressed appreciation to the European Union, the African Union Commission, and other collaborators for their ongoing assistance in promoting Liberia's digital progress. He highlighted that the discussion takes place at a vital stage in the nation's path towards data-based governance.
"Data has moved beyond being merely a technical resource and has become a means of empowerment and development," said Minister Kromah. "Let us work together and support each other. We can create strong, inclusive, and prepared data that manages the ecosystem," he encouraged, while advocating for greater investment in Liberia's digital infrastructure.
A delegate from the African Union Commission praised the effort, highlighting that it signifies a digital milestone for Liberia. He stressed that data is a crucial asset, driving innovation, commerce, and equitable development throughout Africa. - Edited by Othello B. Garblah.
