Simara Tensions Rise as Gen Z Refuses to Yield
Bara, November 21 – Simara, a growing city located in the Bara district of Madhesh Province, is facing challenges in resuming normal conditions after two days of intense conflicts. The local administration imposed a curfew in Simara and surrounding areas on Thursday, for the second day in a row, to prevent any negative occurrences.
Conflict escalated in the Simara region on Thursday as young people who claim to be part of Generation Z took to the streets a day after confrontations with CPN-UML activists. Demonstrators assembled at Simara Chowk starting at 11 am. Law enforcement used force to break up the gathering, and officials subsequently enforced a curfew to restore order.
The Assistant Chief District Officer of Bara, Chhabi Raman Subedi, stated that the curfew was in effect from 12:45 pm to 8 pm.
Members of Generation Z who took part in the protest claimed that the police did not take action against people mentioned in their report regarding the incident that occurred on Wednesday. Since then, two local officials affiliated with the CPN-UML party have been taken into custody. Chief District Officer Dharmendra Kumar Mishra stated that Dhan Bahadur Shrestha, the Ward Chairperson from ward 2 of Jeetpur-Simara Sub-metropolitan City, and Kaimudin Ansari, the Ward Chairperson from ward 6, were arrested.
Six supporters from Generation Z were injured on Wednesday. The group filed a complaint against six UML members regarding the incident at Simara Chowk. Samrat Upadhyaya, the Gen Z district coordinator, stated that they restarted their protests as some of the accused had not been arrested.
The conflict between Gen Z activists and UML backers created a tense atmosphere throughout Wednesday. Law enforcement deployed tear gas canisters following an intensifying clash near Simara Airport, leading to the airport's temporary shutdown.
The UML had been getting ready for several days to conduct its 'Youth Awakening Campaign' in Parwanipur on Wednesday. UML General Secretary Shankar Pokharel and Politburo member Mahesh Basnet were set to depart from Kathmandu and arrive at Simara around 10:30 am, but they did not travel after the Simara airport was shut down.
On Tuesday night, Upadhyaya shared a message on Facebook, encouraging youth to protest in Simara against what he referred to as the 'murderous administration'. His post, which gained significant traction in the area, raised alarms with security authorities.
Around 10 a.m. on Wednesday, between 100 and 150 young people assembled at Simara Chowk, with many reportedly intending to demonstrate against Basnet's visit, who has previously drawn significant criticism for his confrontational political approach.
In the meantime, Chief District Officer Dharmendra Kumar Mishra arranged discussions with Gen Z demonstrators in Simara on Thursday. As per Bhattarai, a gathering of the District Security Committee chose to summon the protesters to the District Administration Office in Kalaiya for dialogue.
However, Gen Z district coordinator Upadhyaya mentioned that discussions would occur only once the people responsible for attacking Gen Z members were taken into custody. "Our protest and negotiations will proceed at the same time," said Upadhyaya. "Until the six individuals mentioned in the complaint are arrested and appropriate measures are taken, the demonstrations will persist." He also criticized the police for falsely asserting that two suspects had been arrested, stating that they had come to the police station on their own. "We do not want any blood to be shed," he added.
Meanwhile, the District Police Office released a statement verifying that an investigation has been initiated against the two individuals in custody—Shrestha, who is the chairperson of ward 2, and Ansari from ward 6.
Protests persisted for a second day on Thursday, prompting the administration to reinstate a curfew from 12:45 pm until 8 pm. Protesters ignored the regulation, resulting in confrontations where four demonstrators and six law enforcement officers were hurt. Authorities reported that six rounds of tear gas and two warning shots were discharged after the crowd started throwing stones.
The conditions slowly went back to normal as demonstrators stopped their protests and cleared the road after 4:30 pm, enabling traffic to restart on the Birgunj-Pathlaiya road stretch. Simara Bazar returned to its usual state, with people going about their daily activities. The effect of the curfew in the market area was limited. Nevertheless, protesters have stated that they will restart their demonstrations on Friday unless the people mentioned in their grievances are arrested. A strong security presence continues across Simara.
As per Manish Sapkota, a representative from the Gen Z Jitpur-Simara Municipal Committee, the group has opted against engaging in discussions with the administration until Arbind Sah and Arif Khan, members of the UML-linked youth organization in Simara, are arrested. "We remain open to dialogue. However, we will not participate in any talks until the key individuals behind the beatings are detained. If they are apprehended, we might consider meeting after 10 am on Friday. Our protest ended at 4:30 pm," stated Sapkota. He highlighted that during the demonstrations, they refrained from any damage, fires, or other negative activities.
