Sudan Applauds Rubio's Call for RSF Terror Designation
November 13, 2025 (PORT SUDAN) – Sudan's Foreign Minister Muhi al-Din Salem expressed approval of comments made by his U.S. counterpart Marco Rubio about the conflict in Sudan on Thursday, calling on the global community to take action in Kadugli, Dilling, and Babanusa to avoid another El Fasher disaster.
On Wednesday, Rubio stated he would back a U.S. Senate decision to label the Rapid Support Forces (RSF) as a terrorist group if it contributed to ending the crisis. He highlighted that the paramilitary organization is carrying out "horrifying atrocities," including sexual violence, which needs to cease.
He urged actions to stop the supply of arms to the advancing forces, pointing out that the U.S. is aware of the countries supplying them and serving as transit routes, and plans to address these nations.
Salem expressed in a press release that he appreciated the comments, noting that "identifying issues accurately, directly blaming the RSF, and the potential classification of it as a terrorist group help in reshaping the global community's understanding of the situation in Sudan."
He mentioned that the international community's slow reaction to government requests to force the RSF to follow U.N. Security Council resolutions, including Resolution 2736 from 2024, which permitted aid to reach El Fasher, contributed to the present crisis in the city.
"We call on the international community to recognize that the militia is using the same strategy and surrounding the cities of Dilling, Kadugli, and Babanusa," he stated.
The RSF has yet to carry out the June 2024 U.N. resolution calling for the withdrawal of combatants from El Fasher and the lifting of the blockade.
The military is currently attacking Kadugli and Dilling in South Kordofan, as well as Babanusa in West Kordofan, and is attempting to reestablish a blockade around El Obeid in North Kordofan.
Salem noted that Rubio's recognition of the RSF's violence and the necessity to halt its arms supply conveys a powerful signal to nations participating in the peace talks that are supporting the RSF or permitting their land to be utilized for the movement of weapons and fighters.
He emphasized that the military was exercising its constitutional right to safeguard the nation and its people, stating that the movement of citizens from RSF areas to army-controlled regions demonstrated public backing for the armed forces.
He voiced optimism that Rubio's remarks would signify "a genuine start" in ensuring the RSF and its supporters face consequences.
Salem stated that the government is willing to engage with the global community in pursuit of peace and security, as long as it corresponds to the desires of the Sudanese population.
