True transformation starts inside organizations. Each procurement officer should adhere to defined ethical guidelines, ongoing education, and regular position changes to reduce the chances of being influenced improperly. Ethics must not be considered optional but rather a consistent practice. Officials need to realize that procurement is not simply about handling documents — it involves managing public confidence. Technology also needs to play a key role. The use of electronic procurement systems has demonstrated potential, decreasing human involvement and establishing records for each transaction.
