Inhabitants of Sisyi, Lusha, and Buginyanya sub-counties within Bulambuli District have criticized the government for not responding adequately to the severe floods resulting from significant water flow originating from Biritanyi Gorge.
Britanyi Gorge, situated in Lusha Sub-county, includes a 60-meter S-shaped road that was cut into the hill to link the lower areas with the higher regions.
Currently, the water from the highlands flows across the road surface rather than going under a bridge, resulting in residents and the water sharing the same route for about 60 meters.
This has created risks, especially when water levels rise during the rainy season, frequently resulting in loss of life.
Mr. Lemeka Magona, a person living in Buginyanya, mentioned that the flooding resulting from significant amounts of water coming from Biritanyi Gorge has damaged gardens and other local properties.
"It has also greatly impacted the movement of goods, like onions, which often rot in the flooded fields," he stated.
Mr. Magona mentioned that during heavy rainfall, the Simu Kona-Masila-Bufumbo Road turns into a barrier, hindering the transport of individuals, merchandise, and farm produce in the lower areas of the region.
Residents claim that the construction of the road interfered with nature's capacity to absorb water from the Biritanyi Gorge underground, leading to the flooding.
"Unfortunately, the road construction interfered with the natural water movement, and eventually, the channels that directed the water got blocked," said Mr. Yasiin Mafabi, a boda boda rider.
He mentioned that the administration needs to implement prompt measures to address the problem.
"The government should also focus on establishing an alternative path by breaking the rocks in the canyon. This would improve the movement of products to the market," he added.
Mr. James Mwabu, head of Mugabe Upper Village, stated that flooding is among the most critical challenges impacting residents of Elgon North constituency.
He mentioned that approximately 15,000 individuals are impacted in the area, which has a population exceeding 100,000 people.
"The floods interfere with local businesses, compelling merchants to transport goods on their heads to cross, or they opt for longer paths through challenging landscapes to get to the markets," Mr Mwabu stated.
The head of the village stated that the government needs to remove the rocks in the canyon and establish a more secure and dependable path for both individuals and merchandise.
"This would facilitate more efficient travel to Bulambuli, Mbale, and further areas, enhancing the quality of life for those impacted," Mr Mwabu stated.
Mr. Ronald Kisa, the youth representative from Bulambuli District, stated that Biritanyi Gorge, built during the colonial period, is now considered a hazardous area.
"The government should engage specialists to evaluate the limestone in the region and utilize it to stabilize the conditions," Mr. Kisa stated.
Mr. James Songo, head of Buginyanya Sub-county, expressed comparable worries, highlighting the loss of human lives and the interruption of transport systems.
"The floods have blocked transportation routes, and during rainfall, water inundates the whole region, hindering movement. This condition is impacting both the upper and lower sub-counties of Bulambuli," he stated.
The highland sub-counties that have been affected by the floods are Bufumbo, Bulago, Lusha, Buginyanya, Bumugibole, and Bumasobo, whereas the lowland sub-counties—like Sisyi, Kamu, Bulegeni, and Bulambuli Town Council—are also experiencing significant damage during periods of heavy rainfall.
Mr. Songo mentioned that the flooding has also led to landslides, damaging gardens and houses in the lower areas of Bulambuli. "The government needs to take quick action to relocate affected families and develop lasting solutions," Mr. Songo stated.
Ms. Irene Muloni, the Bulambuli Woman Member of Parliament, stated that Biritanyi Gorge is located along the Simu Kona-Masila-Bufumbo Road.
She mentioned that rocks have obstructed the drainage channels at Biritanyi Gorge, stopping water from moving beneath the surface.
"Consequently, water is pushed to flow across the surface, causing the center of the road to flood and forming a significant danger," said Ms. Muloni, who is also an engineer.
She stated: “Elgon North is recognized as one of the key food-producing areas in the region and nearby regions, but this road is currently greatly hindering the movement of goods to the market, resulting in substantial losses for farmers.”
Mr. Paul Walimbwa, the district engineer in Bulambuli, mentioned that initial assessments indicate the drainage channel is clogged with sediment, along with numerous stones and large rocks blocking the water's path.
"When there is an abundance of water, the drainage system becomes overwhelmed because the channel has narrowed due to silt and the buildup of rocks," Mr. Walibwa stated.
He also mentioned that the district would send a letter to the Ministry of Works and Transport, asking for a technical team to carry out an in-depth examination and suggest remedies, such as removing silt and rocks from the channel to ensure adequate water movement.
Ms. Dina Nakombe, the head of the Mbale Branch under the Ministry of Works and Transport, mentioned that a technical evaluation will take place to establish if the channel was initially built using concrete.
"If not, we will suggest strengthening the channel with concrete to avoid further flooding," she stated.
