Tuggar, represented by the Ministry of Foreign Affairs' spokesperson, Kimiebi Ebienfa, conveyed the message during the 2025 Annual General Meeting and Conference of the Independent Broadcasters Association of Nigeria (IBAN).

Conveying the minister's message of goodwill, Ebienfa mentioned that the meeting's theme — "Broadcasting for Information Sovereignty, National Cohesion and Digital Security" — was not only relevant but "extremely important for our country's future."

He stated that the theme "resonates strongly with the fundamental goals of Nigeria's foreign policy," particularly during a period when countries need to safeguard their digital territory, manage their national stories, and combat false information promoted by external forces.

Referencing Tuggar, Ebienfa stated, "The idea of Information Sovereignty is crucial. It serves as the digital era's counterpart to territorial integrity. He mentioned that independent broadcasters have a crucial role in strengthening that sovereignty:
