Insecurity: Fubara and South-South Stakeholders Demand Decentralized Solutions and Intelligence Sharing
The Governor of Rivers State, Siminalayi Fubara, along with other key players in the South-South area, have advocated for a more localised strategy, improved cooperation between communities and security forces, and better exchange of information to address instability within the region and the country as a whole.
The governor, Fubara, emphasized the need for cooperation among various parties within the South-South region to drive forward increased peace and safety in the area.
The call took place during the Senate Ad-Hoc Committee South-South Zonal Public Hearing on the National Security Summit, organized together with the Rivers State Government. The event, which had the theme "The Way Forward in Addressing National Security Issues at the Local Level," was held in Port Harcourt on Thursday.
Fubara, represented by the Secretary of the Rivers State Government, Dr. Benebo Anabraba, stated that everyone must work together in the joint effort of protecting lives and property to achieve long-term peace and progress throughout the area.
Security is not solely the duty of the Government, but a collective responsibility and concern for everyone," the governor said, adding, "as a government, we are fully aware of our constitutional obligation to safeguard and protect lives and property in the state, including Nigeria's territorial integrity.
We have diligently worked with the Federal Government and different security agencies, fostering strong cooperation to supply essential resources like operational vehicles, boats, and aircraft, as well as housing and support, including the well-being of active personnel and the Nigerian Legionnaires.
Therefore, this summit could not have been more timely, as we face current security challenges in the region that drain our national resources, harm the environment, and endanger lives and property, along with the significant efforts of the Federal, State, and Local Governments in fighting these threats to society.
This esteemed assembly reflects our dedication and collaboration in working towards a safer, more stable, and thriving future for the South-South region and Nigeria as a whole.
He showed enthusiasm about collaborating with the Committee in organizing the South-South Public Hearing on National Security, stating, “We call on the participants present here to view this event as a channel from the people to the decision-makers, adopting a 'Bottom-Up Approach,' while paying particular focus and acknowledgment to our unique natural environment or landscape as a coastal area that serves as the entrance to the international waters of the Gulf of Guinea.”
Fubara mentioned that the Rivers State government will keep implementing forward-looking strategies, including exchanging intelligence and following best practices with security agencies and neighboring states, supporting security efforts and involving stakeholders, promoting youth employment and empowerment, and encouraging public involvement, especially within local communities.
In his speech, Senator Abba Patrick Moro, the Senate Minority Leader and Chairman of the South-South Security Summit, highlighted that the event is a conscious initiative aimed at identifying, comprehending, and jointly tackling the complex security issues facing the nation.
He stated that the summit serves as a distinctive forum for open discussions and evaluations aimed at identifying potential solutions to address the nation's security issues.
"The Senate, as an adaptive legislative body, acknowledges that no security measure can be effective without a thorough grasp of local conditions and specific security situations throughout the nation," Moro said.
He stated, "Today, our purpose is to hear from security specialists, customary leaders, community representatives, non-governmental organizations, and individuals who have personally experienced the dangers this conference aims to tackle."
"Rest assured that the data we collect from this summit will certainly serve as the foundation for our suggestions to the Senate, which will act as guidelines for our legislative actions, financial allocations, and policy changes aimed at transforming the national security framework," he stated.
In speaking, the Chairman of the South-South Traditional Rulers Forum, His Majesty Sergeant Awuse, stated that security agencies should transition from a reactive approach to a proactive one in combating crime.
Awuse also opposed the creation of different local security groups, which, in his view, are established based on cultural reasons, and called on the government to focus on youth development to create a more secure society.
The ruler stated that as the different local security groups in the nation are effectively coordinated, there are typically 'incidents'.
He said, "There are local vigilantes, but we can't completely depend on those tribal organizations. Due to cultural reasons, they create their own groups. The Yoruba have theirs, known as the Ametekun, and in the East, there's Ebube-Agu. These are organizations that focus on specific areas. What do we have in our region (South-South)? Nothing. We have young individuals taking care of the community while facing hunger. You may support them today, but you can't keep doing so indefinitely."
The Government must intervene now to support these groups of people because the longer they allow young people to roam the streets without purpose, the greater their exposure to risk and the more dangerous society becomes. We aim for a secure society. It is wise to maintain a reasonably safe society through the effective performance of those in positions of authority.
Awuse added, "If you wish to have this system thoroughly examined, you must implement a mechanism for early detection. Every crime is orchestrated by someone. Since every crime is planned by someone, it is necessary for the government to invest in gathering information before such crimes occur."
There needs to be a collaboration between community and security agencies through real consultation and joint efforts. They should invest in the people, and in return, the people must demonstrate responsibility. Ultimately, I am confident that when all these elements come together in the South-South region, you will establish a regional security framework that will elevate the country to a better stage.
