Israel Accused of War Crimes in West Bank Refugee Expulsion, HRW Reports
A human rights organization stated on Thursday that Israel might have committed war crimes and crimes against humanity by forcibly removing 32,000 Palestinians from three West Bank refugee camps earlier this year during a military operation in the region.
Human Rights Watch stated in a report that senior Israeli officials, such as Prime Minister Benjamin Netanyahu, Finance Minister Bezalel Smotrich, and Defense Minister Israel Katz, should face investigation for alleged war crimes and be prosecuted if found guilty.
As the majority of the world was concentrated on the Israel-Hamas conflict in Gaza, Israel's armed forces conducted operations in refugee camps located in the northern part of the West Bank, forcing tens of thousands of Palestinians to leave their homes during January and February. This represented the greatest displacement in the area since Israel took control of it during the 1967 Middle East war.
Israel has stated that military forces will remain in certain camps for a period of one year. It remains uncertain when, or if, Palestinians will be allowed to return. Meanwhile, thousands of Palestinians are staying with family members or living in rented apartments, while those who are less fortunate are taking shelter in public buildings.
Israel referred to the raids as "Operation Iron Wall" and stated that they were necessary to eliminate militancy as violence escalated across all parties following Hamas' attack on October 7, 2023, which sparked the conflict in Gaza. However, months later, thousands of Palestinians are still unable to return to their homes. Some have completely lost their homes after being demolished by Israeli forces.
In its report, Human Rights Watch stated that Israeli officials did not give any justification for forcibly removing the entire population of the camps to meet their military goal and failed to explain why they have prevented Palestinians from returning. The report also mentioned that the military opened fire on residents trying to reenter the camps and has not offered shelter or humanitarian aid to those who remain displaced.
"Amid global focus on Gaza, Israeli forces have committed war crimes, crimes against humanity, and ethnic cleansing in the West Bank, which require investigation and prosecution," stated Nadia Hardman, a senior researcher on refugee and migrant rights at Human Rights Watch.
The group stated that during the operation, soldiers were "breaking into houses, looting belongings, questioning inhabitants" prior to forcing them out of their residences.
The group stated that the report was prepared based on interviews with 31 Palestinians who were displaced from the Tulkarem, Nur Shams, and Jenin refugee camps.
The armed forces did not promptly provide a statement to an AP inquiry regarding the report.
The camps look like crowded, city-like slums and house millions of refugees along with their children. They originated from the 1948 war that occurred around the time Israel was established. Approximately 700,000 Palestinians — most of the population before the war — left or were forced to leave the area that is now Israel during this conflict and were not permitted to come back, an event that Palestinians call the Nakba, meaning "disaster."
Human Rights Watch mentioned that it had also reviewed satellite images of the camps, revealing that over 850 homes and structures were either destroyed or severely damaged. The Israeli military informed the AP that part of the destruction targeted militant infrastructure, while other damage was done to create more space for easier troop movement within the camps.
The non-profit organization stated that Maj. Gen. Avi Bluth, the highest-ranking officer in the West Bank, and Lt. Gen. Eyal Zamir, the head of the Israeli military, should also be investigated and demanded penalties against senior Israeli officials.
