Putin Establishes Parallel Offices in Three Regions to Avoid Attacks
Russian President Vladimir Putin has been discovered to have established similar offices in three separate areas in order to guard against outside threats and to mislead the location details during television interviews or virtual meetings.
Radio Free Europe, RadioFreeEurope/RFE/RL, disclosed via its investigative news division *Systema* that "numerous video recordings of gatherings publicly claimed to have occurred at the Novo-Ogaryovo presidential estate near Moscow were actually filmed in different areas more than 1,000 km away."

Besides the Novo-Ogaryovo residence, Putin has set up nearly identical offices at a Black Sea coastal property in Sochi and a large forest estate in Valdai, situated halfway between Moscow and St. Petersburg. RFE/RL is an international media outlet supported by the U.S. government, offering unbiased news to nations under authoritarian rule, such as Russia, Belarus, Iran, China's Xinjiang region, and Iran.

*Systema* stated that following the invasion of Ukraine, Putin has chosen the Valdai office for security purposes, with most TV addresses, interviews, or video calls that were claimed to have occurred elsewhere actually taking place there.
The *Systema* research group examined 700 videos featuring Putin broadcasted by Russian state television, alongside confidential documents outlining the travel logs and timetables of Putin's security staff and specialized TV reporters, in order to establish his true location. The findings verified that numerous meetings or interviews took place in offices other than those publicly stated, with some being recorded days or even weeks ahead to give the impression of being conducted on-site.
Clues consisted of the location of door handles, wall-mounted thermostats, slight variations in the height of wall panel seams, and the design of TV stand legs.

For instance, on October 11, 2020, a journalist from Russian state television captured footage of Putin entering his office following an interview, with an on-screen label indicating Novo-Ogaryovo. Nevertheless, the placement of the door handle that Putin touched was slightly different from the one in the Novo-Ogaryovo office, exposing that the video was actually recorded at the Bocharov Ruchei residence in Sochi.
◇The Same Corporation Renovated Every Office, yet Minor Distinctions Persist
All three departments were renovated by the same firm, yet they could not remove small variations. A notable characteristic of the Valdai department is a thermostat switch that is exactly centered on the wall panel. Moreover, the wooden file holder on the desk exhibits a different grain pattern.

In a state television broadcast from the Kremlin, a journalist is shown entering a press conference room via a door. Russian audiences remained unaware that the two scenes were shot in entirely separate cities and combined to look like a single sequence. The *Systema* team detected a slight variation in the door handle's placement: the handle at the Novo-Ogaryovo office is slightly below the horizontal line on the wall, whereas those in Sochi and Valdai are aligned similarly.

Stories about these "duplicate offices" had been around previously, but this marks the first time an investigation has accurately pinpointed their locations. The *Systema* team compared leaked emails from state TV journalists, their travel records, and those of Putin's communication security team. Russian TV journalists are obligated to sign confidentiality agreements about filming locations.
◇Valdai Residence, Where Putin Lives Alongside His Spouse and Two Children, Is Equipped With 12 Pantsir Air Defense Systems
*Systema* found that almost all meetings that were said to be filmed at Novo-Ogaryovo this year were actually recorded in Valdai. Valdai is a secluded retreat where Putin's partner, Alina Kabaeva, and their two sons are believed to live. Its peninsula structure makes it challenging for Ukrainian missiles or drones to reach, which is why Putin prefers this location.

Satellite images from August 2024 showed 12 Pantsir-S1 air defense systems positioned near Lake Valdai, during a time when Ukraine increased drone strikes into Russian territory. Meanwhile, the Moscow region, which houses 20 million residents, has just 60 of these systems.
It is thought that Putin relocated his main home to Valdai following the February 2022 invasion of Ukraine. Konstantin Gache, a Russian expert focusing on authoritarian systems, stated to *Systema*, “This is clearly for security purposes. Wouldn't it be unseemly to install Pantsir defense systems on the Kremlin's rooftops?”
