- A community-driven initiative spearheaded by young activist Theophilus Biah has encouraged local authorities to enhance openness in handling the scrap metal funds of Grand Bassa; a previously disputed income source now being directed towards educational projects throughout the region.
Biah, whose public remarks earlier this year garnered significant attention, was recognized on Sunday by the Ablee-Jay Media Board for what the group termed positive civic involvement and dedication to transparency. The board awarded him $250 in acknowledgment of his efforts in bringing attention to fund usage and promoting discussions about leadership accountability.
The acknowledgment comes after a prolonged conflict that began in June when Senator Gbehzohngar Milton Findley publicly stated that "scrap money cannot develop Grand Bassa County," sparking discussion about whether the funds were being correctly gathered and distributed. In reaction, Biah encouraged residents to recall that the sale of scrap from ArcelorMittal Liberia's sites was initially meant to fund scholarships for Bassa youth — a promise established during the tenure of former President Ellen Johnson Sirleaf.
His remarks, disseminated widely via an interview with Ablee-Jay Media, reignited public demands for openness. Faced with increasing public pressure, the Grand Bassa County Administration, headed by Superintendent Karyou Johnson, established a Scrap Committee to monitor the proceedings. By mid-October, the committee announced earnings exceeding US$83,910.49 from the sale of scrap materials.
As per county officials, the funds have already started to support educational projects. This involves $10,000 given to the Grand Bassa University Student Union Government to help 50 students with their tuition, and $3,000 given to the Grand Bassa Student Union for further educational programs. The county also acquired 10 sewing machines for Children Rescue Africa to enhance youth skill development. The biggest portion — $50,000 — has been set aside for building the Bensom River Public School in Buchanan, which has been using a rented space for many years.
Ablee-Jay Media's Board Chairperson, Wynston Dixon, stated that the organization's acknowledgment of Biah was also honoring the legacy of two former board members, Cephus Gbayou and Jeremiah Davis, who were both known for their dedication to youth education. Dixon noted that Biah's actions exemplify "the strength of respectful advocacy" and highlight the important role young individuals can have in promoting public responsibility.
For Biah, the recognition signifies a triumph for the wider community. "I'm pleased that our shared voices are finally being listened to," he said to journalists following the award. "The scrap funds are now being directed towards education — precisely as they were meant to. This proves that when young individuals express themselves politely, positive change is possible."
He mentioned that community involvement should continue to be a key focus throughout Grand Bassa: "Our leaders are servants of the people. It is our responsibility as citizens to make sure they work for us — not the opposite."
The advancements represent a significant change in the discussion regarding scrap revenue management in Grand Bassa, indicating increased pressure from locals—especially youth—for more transparency in handling public funds.
